WHAT is the basis, logic and justification for charging a 10 per cent surcharge for even a day’s delay in repayment of KESC bills beyond the due date?

Who gave this mandate to the utility organisation which has no ability to perform a simple commercial activity properly and yet gets away with everyday breakdowns causing losses worth billions of rupees to the nation.
